And after: The Permanent Committee for Scholarly Research and Ifta has reviewed the letter sent to His Eminence the Grand Mufti from His Excellency: The Director of the Cooperative Office for Da'wah and Guidance of Communities in Makkah al-Mukarramah , No. (693) dated 4/7/1419 AH, which was referred to the Permanent Committee by the General Secretariat of the Council of Senior Scholars, No. (4403) dated 15/7/1419 AH, containing a request to continue holding the Friday prayer in the mosque located at the premises of Dallah Company, Ibn Laden Company, and Al-Hanuf Company. The letter from His Excellency stated as follows:
His Eminence the Grand Mufti of the Kingdom and President of the Council of Senior Scholars, the Shaykh: Abdul Aziz ibn Abdullah ibn Baz (may Allah preserve him and grant him piety), peace be upon you and Allah's mercy and blessings. And after: We inform Your Eminity that some companies and institutions operating in Makkah al-Mukarramah have large numbers of workers who do not know the Arabic language and are lazy about attending the Friday prayer, and some of them delay their attendance on the excuse that they do not know the Arabic language. This situation requires the awareness of these individuals, and they requested the office to send some preachers who cooperate with the office to hold the Friday prayer in the mosque inside the company. The preacher went to them, prayed with them, and a large number attended the mosque, where he began the sermon in Arabic and then translated it into their language, and they benefited greatly. It is known that many of them do not attend the lessons, but only attend the Friday prayer, so they benefit greatly. Therefore, we ask Your Eminity to guide us on whether to continue or stop doing this. It is known that the companies requesting the holding of the Friday prayer are three companies: Dallah Company, Ibn Laden Company, and Al-Hanuf Company, and the mosques are inside the company premises. No one attends them other than the workers, and those who perform the prayer are from the graduates of the Islamic University or the Haram Institute who cooperate with the office, and they are trustworthy in knowledge and creed.

After the Permanent Committee studied the correspondence, it issued a fatwa that it is not permissible for these companies to hold the Friday prayer for their workers in the mosques located at their premises, since it has not been established that the Friday prayer is to be held there, and due to the absence of settled residents among the workers for whom the Friday prayer is obligatory. It is obligatory for these workers in those companies to pray the Friday prayer in the mosques near them if they can hear the call to prayer there. There is no harm in translating the sermon for them after they have heard it so that they may benefit from it. However, if the premises of their companies are far from the mosques where the Friday prayer is held such that they cannot hear the call to prayer there, and there are no settled residents with them for whom the Friday prayer is obligatory following them, then the Friday prayer is not obligatory upon them, and they must pray it as Zuhr with four rak'ahs. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and companions.
