Praise be to Allah alone, and peace and blessings be upon the Prophet after whom there is no prophet. The Permanent Committee for Scholarly Research and Ifta has reviewed the correspondence sent to His Eminence the President General from the Director of the Department of Religious Affairs in the Armed Forces, which was referred to the Committee by the General Secretariat of the Council of Senior Scholars with reference number (1474) and date 1/4/1413 AH. The inquirer asked the following question: We received a question from those working at the base in al-Sulayl , the substance of which is: They reside in (the school) in Wadi al-Dawasir , which is approximately (120) kilometers from their workplace at the base, and their workday ends at
11:30 in the morning, at which point they return to their homes, arriving at approximately 1:00 in the afternoon. They ask about the ruling on shortening and combining prayers in their case, given the circumstances described. They also ask whether they are obligated to pray in congregation if they arrive at their residence and find the people praying the Dhuhr prayer. Furthermore, they ask if they are permitted to shorten or combine prayers if they miss the congregational prayer and are tired from the journey, knowing that this situation occurs daily on their way to work and back to their homes. We hope you will graciously issue a fatwa regarding their questions. May Allah reward you with good.

After studying the matter, the Committee responded that they may shorten and combine prayers on the road before reaching their residence. If they do not perform the prayer on the road, they are not permitted to shorten or combine it; rather, they must hasten to perform the Dhuhr prayer in full upon arriving at their homes. If they find the people have not yet prayed, they are obligated to pray with them. As for the Asr prayer, if they did not combine it with Dhuhr on the road, they should delay it until they pray it with the people at its proper time. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
