Holding the Friday Prayer at the Training Centers of the General Security Sectors

Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the Commander of the Specialized Training Center
in Makkah al-Mukarramah , referred to the Permanent Committee by the General Secretariat of the Council of Senior Scholars with number (7115) and date 18/12/1419 AH. His Excellency asked a question, the text of which is as follows: We are at the Specialized Training Center in Makkah , one of the sectors of the General Security in Makkah al-Mukarramah . We have a congregational mosque, and the number of our personnel was large and they were residents, so the two Friday sermons and the Friday prayer were held for them. However, due to the distribution of a large number of personnel, the sermons ceased, as the number of those present on Friday varies from one time to another. Sometimes the number may not reach ten individuals, and other times it slightly exceeds that. It is known that there are courses held within the center for personnel from other sectors, and these courses may last three months, six months, or less or more. The number of personnel in these courses may reach forty or more or less. During the Hajj season, the number of center personnel stationed for the Hajj duty reaches 100 individuals, in addition to supporting personnel from other areas, whose number may reach 300 or less or more. Then the center returns to its previous state throughout the year. It is known that there are mosques surrounding our mosque from several directions in the neighboring district, and some of them may not be more than one kilometer away from our mosque. Therefore, we hope that Your Eminence will provide us with a fatwa regarding the ruling on holding the Friday prayer
and the two Friday sermons in this mosque so that we may be guided and have insight into our religion.
After the Committee’s study of the inquiry, it answered that the Friday prayer is not obligatory upon you, nor is it valid for you to perform it individually; because you are not residents in that place where you perform the aforementioned courses. You must pray the Friday prayer with other residents in the nearby places where the Friday prayer is held; because it is obligatory upon you by virtue of following other residents, due to the generality of the evidence in this matter. If there is no mosque around you where the Friday prayer is held, then you pray the Zuhr prayer. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
