The second question of fatwa number ( 17807 )
Q 2: If the clothes are ritually impure, the body is in a state of major ritual impurity, and water is unavailable, is it permissible to wear these clothes and perform dry ablution for prayer?
Vol. 2: It is obligatory for the one praying to perform the prayer in pure clothes. If that is not possible for him, such as if he does not find pure clothes, or if he is unable to change his clothes due to illness, he prays as he is. As for what may have affected the clothes being semen, it does not make the clothes impure, because semen is pure according to the correct opinion of the scholars. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
