The fourth and fifth questions from Fatwa number ( 18722 )
Q 4: One of the imams, when he recites the saying of Allah the Exalted:
[Al-Isra 17:24] in the loud prayer, says in the same voice of recitation and reading: “My Lord, have mercy on them as they raised me when I was small,” and when he recites: [Al-Ikhlas 112:1] he says: “Allah is One,” then he completes the recitation, interpreting the Qur'an. What is the ruling on this action?
A 4: If the recitation is in the obligatory prayer, the Sunnah is to leave that out; because it was not transmitted from the Prophet (peace and blessings be upon him), as far as we know. But if the prayer is voluntary, such as the late-night prayer, it is recommended for the reciter to pause at a verse of mercy and ask, at a verse of punishment and seek refuge, and at a verse of glorification and glorify, based on what was narrated by Muslim in (his Sahih), . As for the saying of some imams when reciting: [Al-Ikhlas 112:1] : “Allah is One,” this is not prescribed. What is prescribed is glorification if it is in a voluntary prayer, as mentioned above.

From Hudhayfah (may Allah be pleased with him), that he prayed with the Prophet (peace and blessings be upon him) one night, and he described his recitation, stating that he used to recite slowly, and when he passed a verse containing glorification, he would glorify, when he passed a request, he would ask, and when he passed a seeking of refuge, he would seek refuge.
