Q: 1- Is delivering sermons on the Night of Decree part of the Islamic Shari'ah or part of the Prophetic Sunnah ? 2- Is it part of the Prophetic Sunnah to collect money to celebrate the noble nights, such as the Night of Decree in Ramadan ? 3- Is it among the customs to distribute cups of tea to the listeners on the noble nights ? 4- Is it part of the Sunnah to distribute gifts, in cash or in kind, to the speakers on the noble nights and to invite the mosque servants to attend these celebrations?
A: It is not permissible to celebrate the occasion of the Night of Decree, nor any other nights, nor to celebrate to revive occasions; such as the night of the middle of Sha'ban, the night of the Ascension, and the day of the Prophet's birthday; because this is among the newly invented religious innovations that did not come
from the Prophet (peace and blessings be upon him) nor from his Companions, and he (peace and blessings be upon him) said:
He who did any act for which there is no sanction from our behalf, that is to be rejected.من عمل عملاً ليس عليه أمرنا فهو رد

, and it is not permissible to assist in holding these celebrations with money, nor with gifts, nor by distributing cups of tea, and it is not permissible to deliver sermons and lectures in them; because this is among confirming them and encouraging them, rather it is obligatory to disapprove of them and not attend them, and what is prescribed is standing in prayer during the nights of Ramadan and reviving the last ten nights of it with prayer, reciting the Qur'an, and types of dhikr and supplication; due to the saying of the Prophet (peace and blessings be upon him):
Whoever establishes prayers during the nights of Ramadan faithfully out of sincere faith and hoping to attain Allah's rewards (not for showing off), all his past sins will be forgiven.من قام رمضان إيمانًا واحتسابًا غُفر له ما تقدم من ذنبه

, and his saying (peace and blessings be upon him):
Whoever spends the night of Lailat Al-Qadr in prayer out of faith and in the hope of reward, he will be forgiven his previous sins.من قام ليلة القدر إيمانًا واحتسابًا غُفر له ما تقدم من ذنبه

, and due to the saying of A'ishah (may Allah be pleased with her):
The Prophet (peace and blessings be upon him), when the last ten nights of Ramadan entered, would tighten his waist sash and revive his nightكان النبي صلى الله عليه وسلم إذا دخل العشر الأخيرة من رمضان شد مئزره وأحيا ليله

And due to her saying (may Allah be pleased with her): O Messenger of Allah, if I encounter the Night of Decree, what should I say in it? He said: Say: O Allah, You are the Pardoner, You love pardon, so pardon meولقولها رضي الله عنها: يا رسول الله، إن وافقت ليلة القدر ما أقول فيها؟ قال: قولي: اللهم إنك عفو تحب العفو فاعف عني
As-Sunan al-Kubra lil-Nasa'i 64:1287
