Question: On the occasion of the Night of Decree, we would like you, Your Eminence, to speak to the general Muslim public about this noble occasion?
Answer: The Night of Decree is the best of nights, and Allah sent down the Qur'an in it. He, Exalted is He, informed that it is better than a thousand months, that it is blessed, and that every wise matter is decreed in it, as He, Exalted is He, said at the beginning of Surat al-Dukhan: And the clear Book. Indeed, We sent it down during a blessed night. Indeed, We were to warn. Therein is decreed every wise matter. By a command from Us. Indeed, We were senders. A mercy from your Lord. Indeed, He is the Hearing, the Knowing. [Surat al-Dukhan: 1-6].
And He, the Exalted, said:[Al-Qadr 97:1] And what makes you know what the Night of Decree is? The Night of Decree is better than a thousand months. The angels and the Spirit descend therein by the permission of their Lord for every matter. It is peace until the emergence of the dawn. [Al-Qadr: 1-5]. And it is authentically reported from the Messenger of Allah (peace and blessings be upon him) that he said: Sunan an-Nasa'i 2193Sahih (Darussalam) It is agreed upon that it is authentic. Standing in prayer during these nights is done through prayer, dhikr, supplication, recitation of the Qur'an, and other forms of good.
This great surah indicates that deeds in it are better than deeds in a thousand months of other nights. This is a great favor and a mercy from Allah to His servants. So it is fitting for Muslims to honor it and to enliven it with worship. The Prophet (peace and blessings be upon him) informed that it is in the last ten nights of Ramadan, and that the odd nights of the ten are more likely to contain it than the others. He, peace and blessings be upon him, said:Sahih Muslim 1167f.
The authentic hadiths from the Messenger of Allah (peace and blessings be upon him) indicate that this night moves within the ten nights and is not always in a specific one of them. It may be on the night of the twenty-first, it may be on the night of the twenty-third, it may be on the night of the twenty-fifth, it may be on the night of the twenty-seventh, which is the most likely of the nights, it may be on the night of the twenty-ninth, and it may be on the even nights. So whoever stands in prayer for all the nights of the ten out of faith and seeking reward will surely catch this night and gain what Allah has promised its people.
The Prophet (peace and blessings be upon him) used to single out these nights with extra effort that he did not do in the first twenty. Aisha (may Allah be pleased with her) said: The Prophet (peace and blessings be upon him) used to exert himself in the last ten nights of Ramadan in a way he did not exert himself in other times. And she said:Riyad as-Salihin 1193 He, peace and blessings be upon him, used to mostly perform i'tikaf (spiritual retreat in the mosque) in them. And Allah (Glorified and Exalted is He) said: : [Surat al-Ahzab: 31].
Aisha (may Allah be pleased with her) asked him and said: O Messenger of Allah, if I catch the Night of Decree, what should I say in it? He said:Bulugh al-Maram 5:57.
The Companions of the Prophet (peace and blessings be upon him) , and the Salaf after them, would honor these ten nights and strive in them with various types of good.
Therefore, what is prescribed for Muslims everywhere is to follow the example of their Prophet (peace and blessings be upon him), their noble Companions , and the righteous Salaf of this Ummah, by enlivening these nights with prayer, recitation of the Qur'an, and various types of dhikr and worship, with faith and seeking reward, so that they may attain the forgiveness of sins, the removal of burdens, and release from the Fire, by the grace, generosity, and nobility of the Exalted.
The Book and the Sunnah indicate that this great promise is attained by avoiding major sins, as He, Exalted is He, said: [Surat al-Nisa: 31].
And the Prophet (peace and blessings be upon him) said:Mishkat al-Masabih 564 It was narrated by Imam Muslim in his Sahih.
And among the matters that must be pointed out is that some Muslims may strive in Ramadan and repent to Allah (Glorified and Exalted is He) from their past sins, but after Ramadan ends, they return to their bad deeds, and in that lies a great danger. It is obligatory for the Muslim to beware of that, and to resolve with a sincere determination to continue in the obedience of Allah and to abandon sins, as Allah (Glorified and Exalted is He) said to His Prophet (peace and blessings be upon him) [Al-Hijr:99], and He the Exalted said: [Al-Imran:102], and He the Exalted said: [Fussilat 41:30] We are your allies in this worldly life and in the Hereafter, and therein you will have whatever your souls desire and whatever you ask for. A descent from the All-Forgiving, the Merciful. [Fussilat:30-32]. The meaning of the verse is that those who acknowledged that their Lord is Allah, believed in Him, were sincere to Him in worship, and remained steadfast upon that, the angels will give them glad tidings at the time of death that there is no fear upon them, nor will they grieve, and that their destination is Paradise on account of their faith in Him (Glorified and Exalted is He), their steadfastness in His obedience, their abandonment of His disobedience, and their sincerity of worship to Him (Glorified and Exalted is He). The verses in this meaning are numerous, all of which indicate the obligation of standing firm upon the truth, remaining steadfast upon it, and being wary of persisting in the sins of Allah (Glorified and Exalted is He) . Among that is His saying, Blessed and Exalted is He: [Ali 'Imran 3:133] Those who spend in times of ease and hardship, and who restrain anger, and who pardon people, and Allah loves those who do good. And those who, when they commit an indecency or wrong themselves, remember Allah and seek forgiveness for their sins, and who persists in what they did while knowing it? And who forgives sins except Allah? Those are the ones whose reward is forgiveness from their Lord and Gardens beneath which rivers flow, in which they will abide forever, and excellent is the reward of the workers. [Al-Imran:133-136].
So we ask Allah to guide us and all Muslims in these nights and others to what He loves and is pleased with, and to protect us all from the evils of our souls and the badness of our deeds. Indeed, He is Generous and Noble.

Whoever spends the night of Lailat Al-Qadr in prayer out of faith and in the hope of reward, he will be forgiven his previous sins.

When the last ten nights (of Ramadan) would begin, the Messenger of Allah (ﷺ) would keep awake at night (for prayer and devotion), awaken his family and prepare himself to be more diligent in worship.
There has certainly been for you in the Messenger of Allah an excellent pattern
Aisha (may Allah be pleased with her) asked him and said: O Messenger of Allah, if I catch the Night of Decree, what should I say in it? He said:
Say: O Allah, You are the Pardoner and You love to pardon, so pardon me.
The Companions of the Prophet (peace and blessings be upon him) , and the Salaf after them, would honor these ten nights and strive in them with various types of good.

If you avoid the major sins which you are forbidden, We will remove from you your lesser sins and admit you to a noble entrance [into Paradise].
And the Prophet (peace and blessings be upon him) said:
The five [daily] prayers, Friday to Friday and Ramadan to Ramadan make atonement for what has happened since the previous one when major sins have been avoided.
And among the matters that must be pointed out is that some Muslims may strive in Ramadan and repent to Allah (Glorified and Exalted is He) from their past sins, but after Ramadan ends, they return to their bad deeds, and in that lies a great danger. O you who have believed, fear Allah as He should be feared and do not die except as Muslims [in submission to Him].
Indeed, those who have said, "Our Lord is Allah " and then remained on a right course - the angels will descend upon them, [saying], "Do not fear and do not grieve but receive good tidings of Paradise, which you were promised.
And hasten to forgiveness from your Lord and a garden as wide as the heavens and earth, prepared for the righteous
So we ask Allah to guide us and all Muslims in these nights and others to what He loves and is pleased with, and to protect us all from the evils of our souls and the badness of our deeds. Indeed, He is Generous and Noble.
