Is the Night of Decree for all people?

Machine translationRead the Arabic original
Question:
Please tell us, if you permit, about the Night of Decree, and is it for all people? Or is it for each person individually? May Allah reward you with good.

Answer:
The Night of Decree is a great night. Allah, the Exalted, has made its honor clear in His great Book, where He said: :
The Night of Decree is better than a thousand months.لَيْلَةُ الْقَدْرِ خَيْرٌ مِنْ أَلْفِ شَهْرٍ
[al-Qadr:3], and He, the Exalted, said in Surat al-Dukhan:
Indeed, We sent it down during a blessed night. Indeed, We were to warn [mankind].
It is a great night, and the Prophet (peace and blessings be upon him) informed us that it occurs in the last ten nights of Ramadan. He (peace and blessings be upon him) would pay special attention to it, standing in prayer during the last ten nights of Ramadan, seeking out this night, and saying:
Look for it in the last ten days, and look for it on the odd days.التمسوها في العشر الأواخر، والتمسوها في كل وتر
Muwatta Malik 19:11
meaning that the odd-numbered nights are more likely and more probable: the twenty-first, the twenty-third, the twenty-fifth, the twenty-seventh, and the twenty-ninth. Although it is sought in all the nights, it is more likely in the odd-numbered ones, and the most likely is the twenty-seventh night.
It is the Sunnah for Muslims, men and women, to seek it out in all ten nights, and to strive in standing in prayer during these nights with prayer, recitation, and supplication; following the example of the Prophet (peace and blessings be upon him) and seeking this night. And Allah, the Exalted, says about it:
The Night of Decree is better than a thousand months.لَيْلَةُ الْقَدْرِ خَيْرٌ مِنْ أَلْفِ شَهْرٍ
[al-Qadr:3], meaning that the deeds performed in it, and the striving in it with righteous deeds, are better than the deeds in a thousand months other than it. And this is a great favor. Yes.

The presenter: May Allah reward you with good, and may He do you good. Is it for all people, or for some people and not others?

The Shaykh: It is for all people from whom Allah accepts, and whom He guides to work in it; he obtains this reward, whether he is Arab or non-Arab, urban or Bedouin, man or woman, in any place on earth. If he strives in these nights, and he is a Muslim, and he desires good, and he strives and does righteous deeds, then Allah gives him his reward, Blessed and Exalted is He. Yes.

The presenter: May Allah reward you with good. How does a person know that he has hit the Night of Decree?

The Shaykh: The Prophet (peace and blessings be upon him) informed them that the sun rises in the morning without any rays, and Abu ibn Ka'b (may Allah be pleased with him)the noble Companion, had observed this for many years, and he saw it rise on the morning of the twenty-seventh day without any rays, and he used to swear that it was the night of the twenty-seventh because of this sign.
But the correct view is that it may be in other nights. It may be in the twenty-seventh night for several years, and it may be in other years in the twenty-first, or the twenty-third, or the twenty-fifth, or in another night. So the precaution, and the firmness, is to strive in all the nights. Yes.

The presenter: May Allah reward you with good, and may He do you good.
