Fatwa No. ( 12493 )
Praise be to Allah, and may peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the General President from the appointed Secretary of the City of Jeddah , which was referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (5597) and date 11/8/1409 AH. The question was asked in the following text: We wish to bring to your attention the phenomenon of the spread of stray, feral cats in the city of Jeddah , where it is not hidden from your eminence what has been established by experience and tests that this type of stray, feral cat is harmful to public health and environmental safety, due to the diseases it transmits to humans, as a result of the disturbance and scattering of waste and garbage from the designated containers, and throwing it into the public streets of the city, a situation that renders the continuous efforts of sanitation workers ineffective. Therefore, it became necessary to present the matter to your eminence for guidance on the extent to which it is possible to get rid of these cats to avoid their harm in accordance with Sharia principles, and to limit their danger.
May Allah preserve you. And peace be upon you, and Allah's mercy and blessings.
After the Committee studied the inquiry, it answered that there is no objection to killing them, if their harm is established for you, and it cannot be averted except by killing them. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
