Q: We are an organization working in the field of pest control, which includes many types of household and agricultural pests, as well as pests of warehouses and farms, and reptiles such as scorpions, snakes, rats, cats, and rabid dogs, among others. There are also many pests that are causes of human diseases. It is well known that insect pests cause and transmit many diseases, such as malaria, leishmaniasis, typhoid, dysentery, intestinal flu, cholera, typhus, various types of fever, tapeworms, plague, epidemic hepatitis, and meningitis, as well as the transmission of parasites, lizards, and others that time does not allow us to list. Deaths can occur in the event of being bitten by scorpions, snakes, or rabid dogs, or through the transmission of diseases, fleas, and ticks via cats. It has recently been discovered that they carry a virus that causes miscarriage in pregnant women. They also destroy food, warehouses, wood, clothing, and other stored materials through
various types of weevils, moths, and termites, which cause the destruction of much of the wood in buildings. Out of our concern for observing the Sharia aspect of this issue, we would like to be informed in writing so that we can present your fatwa to those concerned regarding the permissibility of killing these insect pests in Makkah al-Mukarramah , especially during the sacred months.

A : It is permissible to kill the snake, the scorpion, the rabid dog, and harmful insects; to repel their harm from people. It was narrated from Ibn 'Abbas (may Allah be pleased with them both), from the Messenger of Allah (peace and blessings be upon him), who said:
Five are all wicked, and the one in ihram kills them and they are killed in the Haram: the rat, the scorpion, the snake, the rabid dog, and the crowخمس كلهن فاسقة يقتلهن المحرم ويقتلن في الحرم: الفأرة والعقرب والحية والكلب العقور والغراب
Narrated by Ahmad . And it was narrated from 'A'ishah (may Allah be pleased with her) that she said:
The Messenger of Allah (peace and blessings be upon him) ordered the killing of five wicked creatures in the permitted and the forbidden areas: the crow, the kite, the scorpion, the rat, and the rabid dogأمر رسول الله صلى الله عليه وسلم بقتل خمس فواسق في الحل والحرم: الغراب والحدأة والعقرب والفأرة والكلب العقور
Agreed upon by al-Bukhari and Muslim. And the same applies to harmful insects, but it is not permissible to kill any of them with fire, due to the prohibition of the Prophet (peace and blessings be upon him) regarding that. As for those that are not harmful, it is not permissible to kill them, based on the saying of the Prophet (peace and blessings be upon him):
A woman was punished in Hell because of a cat which she had confined until it died. She did not give it to eat or to drink when it was confined, nor did she free it so that it might eat the vermin of the earth.دخلت النار امرأة في هرة حبستها، لا هي أطعمتها ولا هي تركتها تأكل من خشاش الأرض
