Q 4: Is it permissible for a Muslim to reside among people whose women expose their awrah (parts of the body that must be covered) and other numerous prohibitions, where nothing is forbidden to them except what their own souls dislike, and it is strange that they are Muslims; is it obligatory for him to migrate?
A 4: It is prescribed for the Muslim not to sit with or be a neighbor to one from whom he is in danger, in order to keep himself away from the causes of fitnah (trial, discord or temptation). Therefore, one who is afflicted with such people should distance himself from them and seek a place and environment where he is safe from the causes of fitnah. This is unless he has religious immunity and the ability to deny this munkar (what is wrong) or mitigate it, in which case it is prescribed for him to remain for this purpose, while taking precautions and staying away from fitnah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
