Q: I am a young man who married my cousin. When we got married, she explained to me that when she was a student in her final year at the teachers' college, she swore an oath by Allah that when she graduates from the college this year and becomes a teacher - she will build a mosque in front of our house . She has graduated, praise be to Allah, from the college and has become a teacher. She is now in her third year of teaching and receives a monthly salary. She has not built the mosque because she is an orphan on her father's side and has several male brothers who are studying in middle and high schools. She has become unable to build this mosque, as there was no income other than her salary, and her father's pension is only one thousand five hundred riyals (1500). Now, O honorable Shaykh, she is confused about what to do? Is this considered a vow? And if it is a vow, what should she do? Since she has not been able to fulfill it until now? Or is this considered an oath? And if it is an oath, what is obligatory for her to do? Should she fast for three days, or feed ten poor people together, or is fasting alone sufficient? I ask you,
your honor, to clarify the solution for us

A: The woman mentioned must fulfill the vow, so she should build the mosque if she is able to build it, and wait until she is able. If she becomes unable to do so, she must expiate her vow with the expiation of an oath, which is: feeding ten poor people, or clothing them, or freeing a believing slave. If she cannot do that, then she must fast for three days. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
