And is the one who swears by other than Allah commanded to say "La ilaha illa Allah" because he has apostatized by his oath by other than Allah, or is he commanded to say "La ilaha illa Allah" in the sense of declaring him a disbeliever due to his saying, or what?

The original ruling is that swearing by other than Allah is minor shirk, unless the one who swears believes that the one by whom he swears is in the position of Allah in terms of glorification and exaltation, in which case it becomes major shirk by this. And the Prophet (peace and blessings be upon him) commanded the one whose tongue slipped into swearing by al-Lat and al-Uzza, which are two idols of the idols of the Arabs that were worshipped besides Allah, to say (La ilaha illa Allah); because swearing by al-Lat and al-Uzza contradicts the word of tawhid if one intends by it the glorification of al-Lat and al-Uzza like the glorification of Allah, and if one does not intend that, then his swearing by them is contrary to the perfection of tawhid, so the one who swears by them is glorifying them. And whoever swears by idols and the like, his oath is not established, rather he must seek forgiveness from Allah and say: La ilaha illa Allah, and there is no expiation upon him. And the word of tawhid invalidates every attachment to other than Allah, so its speaker is disavowing al-Lat and al-Uzza, and every object of worship other than Allah, since its reality is: there is no object of worship with truth except Allah. So it establishes worship for Allah and negates its deserving by other than Allah. If he says it sincerely from his heart for Allah, along with sincere repentance to Allah for what he said, that sin is expiated for him. And the hadith mentioned in the question is authentic, narrated by al-Bukhari and Muslim in (their Sahihs), and narrated by al-Bayhaqi in (his Sunan), and the wording of al-Bukhari is from Abu Hurayrah (may Allah be pleased with him), from the Prophet (peace and blessings be upon him), who said:
