The questioner : He sent a message saying, "I intended to perform Hajj and 'Umrah in a past year. When I reached the miqat, I entered the state of ihram and recited the talbiyah for 'Umrah because there were still fifteen days remaining until Hajj. When I performed 'Umrah, I traveled to Jeddah and stayed there until Hajj came, and I entered the state of ihram for Hajj from there. I performed the obligatory Hajj, but I did not offer a sacrificial animal for tamattu'. I asked about this and was told that my travel from Makkah to Jeddah drops the expiation for tamattu' from me. Is this correct or not? And if something is obligatory upon me after this period, what must I do?"

The Shaykh : The one who performs tamattu' is the one who enters the state of ihram for 'Umrah in the months of Hajj and exits the state of ihram from it, then enters the state of ihram for Hajj in the same year. It is obligatory for him to offer a sacrificial animal by the explicit text of the Qur'an, as Allah the Exalted said:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days]. This is for those whose family is not in the area of al-Masjid al-Haram فمن تمتع بالعمرة إلى الحج فما استيسر من الهدي فمن لم يجد فصيام ثلاثة أيام في الحج وسبعة إذا رجعتم تلك عشرة كاملة ذلك لمن لم يكن أهله حاضري المسجد الحرام

As for what happened to you and your statement that you were told that your travel to Jeddah drops the sacrificial animal, if the one who told you this is from the scholars whose knowledge and religion are trusted, then you owe nothing, because some of the scholars have said this, and perhaps this mufti is among those who hold that view.
The layperson's obligation is to ask the scholars, as Allah the Exalted said:
So ask the people of the message if you do not know. فاسألوا أهل الذكر إن كنتم لا تعلمون
[An-Nahl 16:43]
If he asks them and they issue a ruling for him, then if the ruling is wrong, the responsibility lies with the one who issued it. However, if the one who told you that you owe nothing is from the general people who do not understand, then it is not permissible for you to rely on their statement, and it is obligatory for you to ask the scholars. In that case, it is obligatory for you to slaughter a sacrificial animal for your tamattu' in the past year. You slaughter it in Makkah, eat from it, give some as a gift, and give some in charity.
