Paying a sum or the like to an employee in exchange for completing the payer's transaction

Machine translationRead the Arabic original
Fatwa number ( 9849 )
Q: A man had a transaction at a government department, and they asked him for a sum of money to complete his transaction. He agreed, then went to the police and reported the one who had asked him for the money. They arrested him through their own methods, and he was sentenced to prison.
A - If he had paid the requested money, would he have sinned and be considered a briber, or not? B - Is this act of paying the money contrary to the Shari'ah, and is it obligatory for him to advise before reporting? C - Is he - the one who reported - sinful for reporting about him, or not?

A: First: Paying a sum or the like to an employee in exchange for completing the payer's transaction is a forbidden bribe. Second: It is obligatory for the one from whom a bribe is requested to deny it as much as possible, and to call the one requesting it to abandon the request for the bribe in the best manner. If he persists in the request, the matter should be raised to the responsible authority if he is known for taking bribes, and there is no blame on you for reporting about him. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
