Q1: What is the ruling on one who pays a sum of money to an employee in a government department in order to obtain a personal benefit, such that no Muslim is harmed by this action, or to avert a harm that may befall him if he does not pay this amount?
A1: Paying a sum of money to an employee in a government department in order for the payer to obtain a personal benefit is
considered severely forbidden; because it is a bribe, and the Prophet (peace and blessings be upon him) cursed the one who gives the bribe and the one who takes it; and because the employee must look into the transactions of the petitioners without taking anything from them by virtue of his job, and nothing is lawful for him except his salary. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
