The third question of Fatwa number ( 16402 ) Q 3: I stood in one of the sermons and forbade sitting with the people of amusement and singing, I spoke about the game of the drum in Bani Malik, so the people of the region, some of whom are elderly, responded by saying: These are popular heroic games, there is no love or dancing of women in them, but rather their play is with swords, rifles, and beating the drum; which is a barrel covered with camel skin, or a wooden plate covered with cow skin, and it is struck with two sticks, and the one who strikes it is called the drummer, and he is given a sum of money. Is this play forbidden or permissible? So that we may respond to them as you are an official, responsible source.
A 3: Playing the hand drum is only permissible for women at a wedding celebration, as an announcement of the marriage, on the condition that this takes place within the women's circle. As for men, it is not permissible for them to play hand drums or any other types of amusement; because of the saying of Allah the Exalted:
And of the people is he who buys the amusement of speech to mislead [others] from the way of Allah without knowledge and who takes it in ridiculeوَمِنَ النَّاسِ مَنْ يَشْتَرِي لَهْوَ الْحَدِيثِ لِيُضِلَّ عَنْ سَبِيلِ اللَّهِ بِغَيْرِ عِلْمٍ وَيَتَّخِذَهَا هُزُوًا
[Luqman 31:6]
, and "vain talk" is: singing and the musical instruments that accompany it, and if customs contradict the Shari'ah, it is obligatory
abandoning them. So what you did in forbidding that is the correct thing, and may Allah reward you with good. As for playing with weapons for the sake of training, learning, and preparing for jihad against the enemies, there is no harm in it; because it is established from the Prophet (peace and blessings be upon him) that he approved a group of the Abyssinians playing with weapons in his mosque (peace and blessings be upon him), and this falls under the saying of Allah the Exalted:
And prepare against them whatever you are able of powerوَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ
[Al-Anfal 8:60]
. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
