He said, as a joke, that if his son lived, he would feed the people of the neighborhood, and the people of the neighborhood dispersed.

The second question of Fatwa No. ( 1168 )
Q2: He is with a group of people he jokes with, and he has a son who is one year old. He said to them: If this son lives, I will feed the people of the neighborhood. And the son
grew up and became a man, but he did nothing. He asks about what is incumbent upon him. Knowing that the people of the neighborhood were few, and none of its residents remain now.
A2: If what came from the questioner was in the nature of a vow, it is obligatory for him to fulfill his vow by feeding a group of neighbors, while ensuring that their number does not fall below the number of residents in the neighborhood at the time of the vow; because feeding food is among the acts of drawing near to Allah the Exalted, and the Prophet (peace and blessings be upon him) said:Sahih al-Bukhari 6696 And Allah the Exalted praised those who fulfill their vows, saying: [Al-Insan 76:7] However, if it was not in the nature of a vow but rather a promise to feed them if his son grew up, the questioner should fulfill his promise, but it is not obligatory for him to do so.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

من نذر أن يطيع الله فليطعهThey [are those who] fulfill [their] vows and fear a Day whose evil will be widespread.
يُوفُونَ بِالنَّذْرِ وَيَخَافُونَ يَوْمًا كَانَ شَرُّهُ مُسْتَطِيرًاA man vowed during the time of the Messenger of Allah (peace and blessings be upon him) to slaughter camels at Bawana. He asked the Prophet (peace and blessings be upon him) about his vow. The Prophet (peace and blessings be upon him) asked: Is there an idol among the idols of the pre-Islamic age in it? It was said to him: No. He said: Is there a festival among their festivals in it? It was said to him: No. He said: Fulfill your vow, for there is no fulfillment of a vow in disobedience to Allah or in what a son of Adam does not own.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
