Q: I made a vow in my heart when my brother was imprisoned in a criminal case, as he had stabbed a person with a knife, and out of fear for my brother from retaliation I vowed to Allah (Glorified and Exalted is He) to fast three months if my brother is spared from retaliation, and praise be to Allah, the stabbed person recovered from the wound and my brother was released from prison. I am seeking your ruling, Your Eminence, regarding this vow I made to Allah the Exalted to fast three months. Is fasting obligatory for me, O Master of Eminence, or is it obligatory for me to feed the poor whom Your Eminence specifies? Please rule for us with what is best to save me before Allah (Mighty and Majestic). May Allah reward us with the best reward, and may Allah guide you. Note that I am breastfeeding my small child, and I have a report from the treating doctor stating that I should not fast now, and I am attaching the medical report to Your Eminence for your review.
A: It is obligatory for you to fulfill the vow; for it is established that the Prophet (peace and blessings be upon him) said:
Whoever vows that he will be obedient to Allah, should remain obedient to Himمن نذر أن يطيع الله فليطعه

, and your vow of fasting is a vow of obedience, and there is no harm in delaying the fasting of the vow until you recover from the ulcer you have, but if the vow was only in your heart and you did not utter it with your tongue, then nothing is required of you; due to the generality of the saying of the Prophet (peace and blessings be upon him):
Allah has overlooked my followers the evil thoughts that occur to their minds, as long as such thoughts are not put into action or uttered.عفي لأمتي ما حدثت به أنفسها ما لم تعمل أو تتكلم
Sahih al-Bukhari 5269
