Messengers (peace and blessings be upon them) began their call to the people first with the correct Aqeedah, which is worshipping Allah alone with no partner, as Allah the Exalted said:[An-Nahl 16:36] . Hukmiyyah is a part of Aqeedah, and it is not Aqeedah alone. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

فَاعْلَمْ أَنَّهُ لاَ إِلَهَ إِلا اللَّهُ وَاسْتَغْفِرْ لِذَنْبِكَ وَلِلْمُؤْمِنِينَ وَالْمُؤْمِنَاتِMessengers (peace and blessings be upon them) began their call to the people first with the correct Aqeedah, which is worshipping Allah alone with no partner, as Allah the Exalted said:
And We certainly sent into every nation a messenger, [saying], "Worship Allah and avoid Taghut."
وَلَقَدْ بَعَثْنَا فِي كُلِّ أُمَّةٍ رَسُولا أَنِ اُعْبُدُوا اللَّهَ وَاجْتَنِبُوا الطَّاغُوتَ
