Obtaining certificates of family support when one is not actually supporting a family

Machine translationRead the Arabic original
Fatwa No. ( 15798 )
Q: We sent a telegram to the Crown Prince (may Allah preserve him) requesting an increase in our stipends. He agreed to this and presented it to the Council of Ministers, which issued approval under the title of "Family Allowances." This increase amounted to an additional four hundred riyals. When this was sent to the education departments in the various regions of the Kingdom, we were asked to present certificates of family support to receive this increase. We initially refused, but we were told that this was a routine procedure we had to carry out and present in order to obtain the increase. It is known that some of us do not support families, but their families are suffering from difficult financial circumstances. However, we were compelled to present these certificates and attested in them that we support families. These certificates were issued by the court. We sent these certificates to the Ministry of Education and received this increase through these certificates, which attest to our support of certain families. It is known that some of us obtained a certificate of family support even though they do not support a family, as their financial circumstances are dire. Are these certificates that we obtained
permissible? And is this amount that we are receiving also permissible? If the ruling is that it is not permissible, what should we do with the amount we received? We ask you to kindly answer this question. We offer you our sincere thanks and great appreciation.

A: It is not permissible for students to obtain certificates of family support when they are not actually supporting a family, because this is lying. It is obligatory to give in charity the amounts received through the aforementioned certificates. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
