Q: I have several permits to import a specific number of sheep. I obtained them by claiming that I have sheep outside the Kingdom in this number, and I want to import them using these permits. In reality, I obtained them for the purpose of selling them to those who bring in sheep they purchase from abroad. The sale is for a sum of 30 riyals, for example, per head, as stated in these permits. I also inform your Eminence that when I took the permit, I understood the official issuing the permits that several years ago I had exported these sheep, which numbered 1,000 heads at that time, and now they have multiplied and become 5,000 heads. All of this is under the pretext of selling the permit only. From the very beginning, I have no sheep, neither in the past nor now. I ask for guidance on: 1 - The ruling on my obtaining them? 2 - The ruling on selling them - i.e., the permits -?
A: If the situation is as described, then this permit was obtained based on lying, and lying is forbidden, its prohibition being known from the religion by necessity,
and issuing permits based on lying is a deception of the state's instructions and a violation of its orders. This is not permissible; because it involves disobedience to the one in authority and the disorder of affairs. All of this is from cooperating in sin and aggression, which Allah has forbidden in His saying, the Exalted:[Al-Ma'idah 5:2] . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
