Statement from the Permanent Committee for Scholarly Research and Ifta regarding the ruling on celebrating the arrival of the year 2000 of the Frankish calendar and the matters related to it Praise be to Allah alone, and blessings and peace be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from a number of questioners, whose inquiries were referred to the Committee by the General Secretariat of the Council of Senior Scholars under number (3825) dated 21/7/1420 AH, number (3829) dated 21/7/1420 AH, number (3841) dated 22/7/1420 AH, number (3847) dated 22/7/1420 AH, number (3962) dated 28/7/1420 AH, and number (4028) dated 5/8/1420 AH.
The questioners asked questions about the ruling on paying attention to the Frankish millennium and celebrating it, and other matters related to it. We suffice in mentioning two of them: In one, the questioner says: We see these days what the media broadcasts regarding the tracking of events and measures on the occasion of the arrival of the year 2000 of the Christian era and the beginning of the third millennium, and the disbelievers among the Jews and the Christians and others rejoice in it and attach hopes to this occasion. The question, O His Eminence the Shaykh: Some of those who claim to be Muslims have become interested in it and consider it a happy occasion, so they tie their marriages or their work to it, or they place advertisements for that occasion on their shops or companies, and other things that displease the Muslim. What is the ruling of the Shari'ah regarding exalting this occasion, celebrating it, and exchanging greetings for it, whether verbally or by printing cards, etc.? May Allah reward you with the best reward for Islam and the Muslims. Another question states: The Jews and the Christians are preparing for the arrival of the year 2000 according to their calendar in an unusual way, to promote their plans and beliefs in the world, especially in the Islamic countries. Some Muslims have been influenced by this propaganda and have begun preparing for it, some of whom have announced discounts on their goods on this occasion. It is feared that the matter will develop into Muslims having loyalty to non-Muslims. We hope for a clarification of the ruling on Muslims following the disbelievers in their occasions , advertising for them, and celebrating them, and the ruling on suspending work in some institutions and companies on this occasion.
Does doing any of these things or similar ones, or being pleased with them, affect the Muslim's creed?

After the Committee studied the aforementioned questions, it answered as follows: The greatest blessing Allah has bestowed upon His servants is the blessing of Islam and guidance to His straight path. And out of His mercy, He has made it obligatory upon His believing servants to ask Him for guidance in their prayers, asking Him for attaining guidance to the straight path and steadfastness upon it. And He described this path as the path of those upon whom Allah has bestowed favor, namely the prophets, the truthful ones, the martyrs, and the righteous, and not the path of those who deviate from it, namely the Jews and the Christians and the rest of the disbelievers and those who associate partners with Allah. If this is known, then it is obligatory upon the Muslim to know the value of Allah's blessing upon him, so he should give thanks to Allah the Exalted in speech, action, and belief. And he must guard this blessing, protect it, and work the causes that preserve it from being removed. Indeed, the one who looks with insight into the religion of Allah in the world today, where truth and falsehood have become mixed for many people, clearly sees the efforts of the enemies of Islam to obscure its truths, extinguish its light, and attempt to distance Muslims from it and cut their connection to it by every possible means, let alone distorting its image and attaching accusations and lies to it, to deter all of humanity from the path
of Allah and belief in what He revealed to His Messenger Muhammad ibn 'Abd Allah (peace and blessings be upon him). The proof of this is in the saying of Allah the Exalted:
Many of the People of the Scripture wish they could turn you back to disbelief after you have believed, out of envy from themselves [even] after the truth has become clear to themوَدَّ كَثِيرٌ مِنْ أَهْلِ الْكِتَابِ لَوْ يَرُدُّونَكُمْ مِنْ بَعْدِ إِيمَانِكُمْ كُفَّارًا حَسَدًا مِنْ عِنْدِ أَنْفُسِهِمْ مِنْ بَعْدِ مَا تَبَيَّنَ لَهُمُ الْحَقُّ
[Al-Baqarah 2:109]
, and His saying:
A faction of the people of the Scripture wish they could mislead you. But they do not mislead except themselves, and they perceive [it] not.وَدَّتْ طَائِفَةٌ مِنْ أَهْلِ الْكِتَابِ لَوْ يُضِلُّونَكُمْ وَمَا يُضِلُّونَ إِلا أَنْفُسَهُمْ وَمَا يَشْعُرُونَ
[Ali 'Imran 3:69]
, and His saying, (Exalted and Majestic is He):
O you who have believed, if you obey those who disbelieve, they will turn you back on your heels, and you will [then] become losers.يَا أَيُّهَا الَّذِينَ آمَنُوا إِنْ تُطِيعُوا الَّذِينَ كَفَرُوا يَرُدُّوكُمْ عَلَى أَعْقَابِكُمْ فَتَنْقَلِبُوا خَاسِرِينَ
[Ali 'Imran 3:149]
, and His saying, (Mighty and Majestic):
Say, "O People of the Scripture, why do you avert from the way of Allah those who believe, seeking to make it [seem] deviant, while you are witnesses [to the truth]? And Allah is not unaware of what you do."قُلْ يَا أَهْلَ الْكِتَابِ لِمَ تَصُدُّونَ عَنْ سَبِيلِ اللَّهِ مَنْ آمَنَ تَبْغُونَهَا عِوَجًا وَأَنْتُمْ شُهَدَاءُ وَمَا اللَّهُ بِغَافِلٍ عَمَّا تَعْمَلُونَ
[Ali 'Imran 3:99]
, and other verses. But despite all of this, Allah the Mighty and Majestic promised to preserve His religion and His Book, so He said, (Exalted and Majestic is He):
Indeed, it is We who sent down the Qur'an and indeed, We will be its guardian.إِنَّا نَحْنُ نَـزَّلْنَا الذِّكْرَ وَإِنَّا لَهُ لَحَافِظُونَ
[Al-Hijr 15:9]
So much praise is due to Allah. And the Prophet (peace and blessings be upon him) informed that a group from his Ummah will remain upon the truth, manifest, and those who abandon them or oppose them will not harm them until the Hour
stands. So much praise is due to Allah, and we ask Him, the Near One who responds, to make us and our Muslim brothers among them. Indeed, He is Generous and Bountiful. This, and the Permanent Committee for Scholarly Research and Ifta, hearing and seeing the great preparation and extreme interest from the factions of the Jews and the Christians and those influenced by them among those who claim to be Muslims on the occasion of the completion of the year two thousand and the reception of the third millennium by the Frankish calculation—finds no choice but to advise and clarify to the general Muslims the reality of this occasion and the ruling of the pure Shari'ah regarding it, so that Muslims may be aware of their religion and beware of deviating to the misguidance of those against whom wrath is and those who are astray. We say: First: The Jews and the Christians attach to this millennium events, pains, and hopes that they are certain will be realized or nearly so, because they claim it is the result of research and studies. They also link some of the issues of their creed to this millennium, claiming that it is from what came in their distorted books. It is obligatory upon the Muslim not to pay attention to them, nor to rely on them, but rather to be content with the Book of his Lord the Exalted and the Sunnah of his Prophet (peace and blessings be upon him) over anything else. As for theories and opinions that contradict them, they do not amount to anything but illusion. Second: This occasion and its like are not free from mixing truth with falsehood, and calling to disbelief, misguidance, licentiousness, and atheism, and the appearance of what is
religiously forbidden. Among this is the call to the unity of religions, equating Islam with other false religions and sects, seeking blessing from the cross, and displaying the rituals of Christian and Jewish disbelief, and similar actions and statements that include: either that the altered and abrogated Christian and Jewish laws lead to Allah, or approving of some of what is in them that contradicts the religion of Islam, or other things that are disbelief in Allah, His Messenger, and Islam by the consensus of the Ummah. This is in addition to it being a means of Westernizing Muslims away from their religion. Third: The evidence from the Book, the Sunnah, and authentic reports is abundant in prohibiting imitating the disbelievers in what is specific to them. Among this is imitating them in their festivals and celebrating them. "Festival" is a generic term that includes every day that recurs and is repeated which the disbelievers exalt, or a place for the disbelievers where they have a religious gathering. Every action they perform in these places and times is from their festivals. So the prohibition is not specific to their festivals, but rather everything they exalt of times and places that have no basis in the religion of Islam, and the actions they perform in them fall under that, as well as the days before and after them which are like its boundaries, as the Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him) pointed out. And among what came regarding the prohibition of specifically imitating in festivals is His saying
the Exalted:
And [they are] those who do not testify to falsehoodوَالَّذِينَ لاَ يَشْهَدُونَ الزُّورَ
[Al-Furqan 25:72]
, in mentioning the attributes of the servants of Allah who believe. A group of the Salaf, such as Ibn Sirin , Mujahid , and al-Rabi' ibn Anas , interpreted "al-zur" (the false) as: the festivals of the disbelievers. And it is established from Anas ibn Malik (may Allah be pleased with him) that he said:
The Messenger of Allah (peace and blessings be upon him) came to Madinah, and they had two days in which they played. He said: What are these two days? They said: We used to play in them in the pre-Islamic age of ignorance. The Messenger of Allah (peace and blessings be upon him) said: Indeed, Allah has replaced them for you with something better than them: the Day of Sacrifice and the Day of Breaking the Fast.قدم رسول الله - صلى الله عليه وسلم - المدينة ، ولهم يومان يلعبون فيهما، فقال: ما هذان اليومان؟ قالوا: كنا نلعب فيهما في الجاهلية، فقال رسول الله صلى الله عليه وسلم: إن الله قد أبدلكم بهما خيرًا منهما: يوم الأضحى ويوم الفطر
It was narrated by the Imam Ahmad and Abu Dawud and al-Nasa'i with a sound chain. And it is authentic from Thabit ibn al-Dahhak - (may Allah be pleased with him) - that he said:
Thabit b. ad-Dahhak said that in the time of God's Messenger a man took a vow to slaughter camels at Buwana and came and told him. God’s Messenger asked whether the place contained any idol worshipped in pre-Islamic times and was told that it did not. He asked whether any pre-Islamic festival was observed there and was told that no such thing was observed. He then said to the man, “Fulfil your vow, for a vow to do an act of disobedience to God must not be fulfilled, neither must one to do something over which a human being has no control.” Abu Dawud transmitted it.نذر رجل على عهد رسول الله - صلى الله عليه وسلم - أن ينحر إبلاً ببوانة ، فأتى رسول الله - صلى الله عليه وسلم - فقال: إني نذرت أن أنحر إبلاً ببوانة ، فقال النبي صلى الله عليه وسلم: هل كان فيها وثن من أوثان الجاهلية يعبد؟ قالوا: لا، قال: فهل كان فيها عيد من أعيادهم؟ قالوا: لا، قال رسول الله صلى الله عليه وسلم: أوفِ بنذرك، فإنه لا وفاء لنذر في معصية الله، ولا فيما لا يملك ابن آدم

It was narrated by Abu Dawud with a sound chain. And 'Umar ibn al-Khattab (may Allah be pleased with him) said: "Do not enter upon the polytheists in their churches on the day of their festival, for the anger descends upon them." And he said
Also: (Avoid the enemies of Allah in their festivals). And it is narrated from Abdullah ibn Amr ibn al-As (may Allah be pleased with them both) that he said: Whoever builds in the lands of the non-Muslims and celebrates their Nowruz and Mehrigan and imitates them until he dies in that state, will be resurrected with them on the Day of Resurrection. Fourthly: One is also prohibited from the festivals of the disbelievers for many reasons, among which are: 1 - Imitating them in some of their festivals causes their hearts to rejoice and their breasts to open up regarding the falsehood they are upon. 2 - Imitation and similarity in outward matters leads to imitation and similarity in inward matters, such as corrupt beliefs, in a manner of secrecy and gradual, hidden progression. 3 - And among the greatest harms resulting from this is that imitating the disbelievers outwardly begets a type of affection, love, and loyalty inwardly, and love and loyalty for them are incompatible with faith, as Allah the Exalted said:
O you who have believed, do not take the Jews and the Christians as allies. They are [in fact] allies of one another. And whoever is an ally to them among you - then indeed, he is [one] of them. Indeed, Allah guides not the wrongdoing people.يَا أَيُّهَا الَّذِينَ آمَنُوا لاَ تَتَّخِذُوا الْيَهُودَ وَالنَّصَارَى أَوْلِيَاءَ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ وَمَنْ يَتَوَلَّهُمْ مِنْكُمْ فَإِنَّهُ مِنْهُمْ إِنَّ اللَّهَ لاَ يَهْدِي الْقَوْمَ الظَّالِمِينَ
[Al-Ma'idah 5:51]
, and He the Exalted said:
You will not find a people who believe in Allah and the Last Day having affection for those who oppose Allah and His Messengerلاَ تَجِدُ قَوْمًا يُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الآخِرِ يُوَادُّونَ مَنْ حَادَّ اللَّهَ وَرَسُولَهُ
[Al-Mujadila 58:22]

Fifthly: Based on what has preceded, it is not permissible for a Muslim who believes in Allah as his Lord, in Islam as his religion, and in Muhammad (peace and blessings be upon him) as his Prophet and Messenger to hold celebrations for festivals that have no basis in the religion of Islam, including the so-called millennium, nor is it permissible to attend them, participate in them, or assist in them in any way, whatever it may be; because they are a sin and a transgression of the limits of Allah, and Allah the Exalted says:
but do not cooperate in sin and aggression. And fear Allah; indeed, Allah is severe in penalty.وَلاَ تَعَاوَنُوا عَلَى الإِثْمِ وَالْعُدْوَانِ وَاتَّقُوا اللَّهَ إِنَّ اللَّهَ شَدِيدُ الْعِقَابِ
[Al-Ma'idah 5:2]
. Sixthly: It is not permissible for a Muslim to cooperate with the disbelievers in any form of cooperation in their festivals, and this includes publicizing their festivals and announcing them, including the aforementioned millennium, nor calling to them by any means, whether the call is through media channels, or setting up clocks and digital boards, or manufacturing clothes and souvenir items, or printing cards or school booklets, or making commercial discounts and material prizes for them, or sports activities, or publishing a special logo for them. Seventhly: It is not permissible for a Muslim to consider the festivals of the disbelievers, including the aforementioned millennium and similar ones, as happy occasions and blessed times, so that work is suspended in them, marriage contracts are conducted, or business ventures are started, or projects are opened, etc., nor is it permissible to believe that these days have a special status over
other days; because these days are like other days, and because this is a corrupt belief that does not change their reality in any way, rather this belief in them is a sin upon a sin. We ask Allah for well-being and safety. Eighthly: It is not permissible for a Muslim to congratulate the disbelievers on their festivals; because that is a type of approval of the falsehood they are upon, and it brings joy to them. Ibn al-Qayyim (may Allah have mercy on him) said: As for congratulating them on the specific rituals of disbelief, it is forbidden by consensus, such as congratulating them on their festivals and their fasting by saying: (May your festival be blessed), or (Congratulations on this festival), or similar phrases. If the speaker is saved from disbelief, it is among the forbidden things, and it is in the position of congratulating him on his prostration to the cross. Indeed, that is a greater sin in the sight of Allah and more deserving of hatred than congratulating on drinking intoxicants, killing the soul, committing unlawful sexual intercourse, or similar things. Many people who have no regard for religion fall into this, and the speaker does not know the ugliness of what he has done. Whoever congratulates a servant on a sin, an innovation, or disbelief, exposes himself to the hatred and anger of Allah. End of quote. Ninthly: It is an honor for the Muslims to adhere to the date of the migration of their Prophet Muhammad (peace and blessings be upon him), upon which the Companions (may Allah be pleased with them) agreed, and they dated by it without celebration, and the Muslims have inherited it from them for fourteen centuries until this day; therefore, it is not permissible for a Muslim to turn away from the Hijri calendar and adopt other calendars of the nations of the earth, such as the Gregorian calendar, for that is replacing what is
lower with what is better. And we advise all our Muslim brothers to fear Allah with true fear, to act in obedience to Him and stay away from His sins, to advise one another to that and be patient in it. And let every sincere believer who is concerned for his own salvation from the anger and curse of Allah in this world and the Hereafter strive to achieve knowledge and faith, and let him take Allah as his guide and helper, and as his judge and guardian, for He is a good guardian and a good helper, and your Lord is sufficient as a guide and a helper. And let him supplicate with the supplication of the Prophet (peace and blessings be upon him):
O God, the Lord of Gabriel, Michael and Israfil, the Creator of the heavens and the earth, who knowest the unseen and the seen, Thou decidest among Thy servants concerning their differences. Guide me on account of different opinions regarding the truth by Thy permission; verily Thou guidest whom Thou wilt to a straight path.اللهم رب جبرائيل وميكائيل وإسرافيل، فاطر السماوات والأرض، عالم الغيب والشهادة، أنت تحكم بين عبادك فيما كانوا فيه يختلفون، اهدني لما اختلف فيه من الحق بإذنك إنك تهدي من تشاء إلى صراط مستقيم

And all praise is due to Allah, Lord of the worlds. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.
