All praise is due to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from His Excellency the President of the Shari'ah Court of Dhaid in the State of the Emirates , in his letter No. (289 \ 1 \ H) dated 19 \ 8 \ 1420 AH, which was referred to the Committee by the General Secretariat of the Council of Senior Scholars with No. (5599) and dated 20 \ 11 \ 1420 AH. His Excellency asked questions, and after the Committee studied them, it answered as follows: What is the ruling regarding a beast that has been subjected to bestiality?
Answer: The ruling on bestiality and its consequences: A human engaging in bestiality is an ugly act, a transgression of the limits of Allah the Exalted, and a departure from the sound fitrah (innate natural disposition) upon which Allah created humans. Allah (Mighty and Majestic) has not permitted the satisfaction of desire and enjoyment except with a wife or a slave woman. Allah the Exalted said:[Al-Mu'minun 23:5-7]
It is obligatory for the one who does this to repent and seek forgiveness, and not to return to it in the future. If it is established before the judge that a person has engaged in bestiality, he must impose a discretionary punishment (ta'zir) upon him that deters and restrains him from this ugly act. As for the beast that has been subjected to bestiality, it must be killed in all cases, and it is not permissible to eat its meat. If it belongs to the perpetrator, it is wasted; if it belongs to someone else, the perpetrator is liable for its value. This is done with the beast so that the crime is forgotten and the person is not stigmatized or reminded of it by seeing it, as a group of scholars have held. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

(5) And they who guard their private parts (6) Except from their wives or those their right hands possess, for indeed, they will not be blamed - (7) But whoever seeks beyond that, then those are the transgressors -
وَالَّذِينَ هُمْ لِفُرُوجِهِمْ حَافِظُونَ (5) إِلا عَلَى أَزْوَاجِهِمْ أوْ مَا مَلَكَتْ أَيْمَانُهُمْ فَإِنَّهُمْ غَيْرُ مَلُومِينَ (6) فَمَنِ ابْتَغَى وَرَاءَ ذَلِكَ فَأُولَئِكَ هُمُ الْعَادُونَIt is obligatory for the one who does this to repent and seek forgiveness, and not to return to it in the future.
