Which is lighter: the secret habit or looking at women

Machine translationRead the Arabic original
The third question of Fatwa No. ( 6412 )
Q3: It is known that the secret habit , especially among young people, is forbidden in the religion of Allah. But the more important point is: what is your opinion if a student—especially one who has recently started praying—commits this abominable act, and you tell him, “This is forbidden,” and he says to you, “Then I must look at women”? Which of the two causes less harm: looking or the secret habit?
A3: Looking at non-mahram women is forbidden, and masturbation by hand is forbidden. The person mentioned and those like him should be advised to hasten to marriage if he is able, otherwise to fast; for the Prophet (peace and blessings be upon him) said:
Young man, those of you who can support a wife should marry, for it keeps you from looking at strange women and preserves you from immorality; but those who cannot should devote themselves to fasting, for it is a means of suppressing sexual desire.يا معشر الشباب: من استطاع منكم الباءة فليتزوج، فإنه أغض للبصر، وأحصن للفرج، فإن لم يستطع فعليه بالصوم، فإنه له وجاء
Mishkat al-Masabih 3080
It is agreed upon that it is authentic. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
