Penetration without ejaculation: Does it carry the ruling of unlawful sexual intercourse?

Machine translationRead the Arabic original
The second question of Fatwa No. ( 8367 )
Q2: A married young man committed unlawful sexual intercourse, with no shame in religion: he penetrated but did not ejaculate. He has repented and wants to repent, so how can he be absolved of his sin? Also, if his wife has been away from him in another country for days or months, and the place is full of temptations and trials, is he still considered a married man?
A2: Unlawful sexual intercourse is forbidden by explicit text and the consensus of the Muslims, whether the adulterer ejaculates or not. One is not excused for being away from his wife and finding temptations around him. It is obligatory for him to guard his private parts and avoid the causes that lead to unlawful sexual intercourse. The person mentioned should repent to Allah (Glorified and Exalted is He) by feeling remorse for the sin committed, abandoning it, and making a sincere resolve not to return to it. It is prescribed for him to seek forgiveness frequently and do righteous deeds, while covering himself with Allah’s cover and not informing anyone of his deed. Allah the Exalted said:
But indeed, I am the Perpetual Forgiver of whoever repents and believes and does righteousness and then continues in guidance.
[Taha 20:82]
And He (Glorified and Exalted is He) said:
(68) And those who do not invoke with Allah another deity or kill the soul which Allah has forbidden [to be killed], except by right, and do not commit unlawful sexual intercourse. And whoever should do that will meet a penalty. (69) Multiplied for him is the punishment on the Day of Resurrection, and he will abide therein humiliated - (70) Except for those who repent, believe and do righteous work. For them Allah will replace their evil deeds with good. And ever is Allah Forgiving and Merciful.
[Al-Furqan 25:68-70]
And if one is away from his wife or divorces her, his status as a married man does not cease thereby if
he had already had intercourse with her. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
