Q1: Is it obligatory for the husband to give his wife a monthly allowance
if his wife lives with him and he provides her with everything she needs according to the Shari'ah, such as food, drink, clothing, and other necessities?

A1: It is not obligatory for the husband to give his wife a monthly allowance as long as he provides the things required by the Shari'ah, such as food, drink, clothing, and other necessities. May Allah grant success.
Q2: Does the husband have the freedom to dispose of his wealth as he wishes, provided that it is in obedience to Allah?
A2: Yes, the husband has the freedom to dispose of his wealth as he wishes, provided that it is within the limits of the Shari'ah and in obedience to Allah; based on His saying, the Exalted, regarding the attributes of the believers:
And [they are] those who, when they spend, do so not excessively or sparingly but are ever, between that, [justly] moderateوَالَّذِينَ إِذَا أَنْفَقُوا لَمْ يُسْرِفُوا وَلَمْ يَقْتُرُوا وَكَانَ بَيْنَ ذَلِكَ قَوَامًا
[Al-Furqan 25:67]
Surat al-Furqan, and His saying, the Exalted:
And do not make your hand [as] chained to your neck or extend it completely and [thereby] become blamed and insolvent.وَلاَ تَجْعَلْ يَدَكَ مَغْلُولَةً إِلَى عُنُقِكَ وَلاَ تَبْسُطْهَا كُلَّ الْبَسْطِ فَتَقْعُدَ مَلُومًا مَحْسُورًا
[Al-Isra 17:29]
Surat al-Isra. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
