What brings about the status of a mahram

Fatwa number ( 13373 )
Q: There was a group of families in one of the parks, and among them
A group of girls went out on a rainy day, and one of them fell into a pool of water and was on the verge of drowning. Her sister followed her to save her, but she drowned with her. One of the young men present saved them. After a while, he wanted to marry one of them, so her family asked whether she was permissible for him or not. They went to one of the judges, who issued a ruling that it was not permissible and considered him a mahram (a relative one may not marry) for them. He began visiting them, and they did not observe hijab (the covering prescribed for women) in his presence. Is it permissible for him to marry one of them or not, with the evidence? May Allah reward you with good.

A: The young man’s saving the two girls from drowning in the pool of water does not make them mahrams for him, nor is it permissible for them to uncover themselves before him, because he is a stranger to them. It is permissible for him to marry one of them if there is no barrier that establishes the prohibition of marriage, such as breastfeeding. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
