Q : We have nomadic Bedouins who fetch water from a distance of more than 80 km, and this is a regular occurrence. What is the legal ruling for them: Is it permissible for them to shorten the prayer, and is it also permissible for them to break their fast in Ramadan , given that they find it difficult, especially when they go to fetch the water? For example, they bring the water within twenty-four
hours, then rest for three days or two days, then go and bring it. Finally, is it permissible for them to perform dry ablution in this state?

A: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions.. After that: For those who go to fetch water, shortening the prayer and breaking the fast are permissible in the distance mentioned. They should all perform ablution with the water they fetched for themselves and their livestock, unless at some times the water is scarce and they fear that if they perform ablution with it, it will cause harm to them or their livestock. In that specific case, they may perform dry ablution. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
