A1: Yes, your wife’s maternal grandmother is a mahram (a relative one may not marry) to you. It is permissible for you to shake her hand and to look at what is permissible for you to look at from any of your other mahrams (relatives one may not marry) among women.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
