Registration of the Contract

The third question of Fatwa No. ( 7910 )
Q3: A Muslim man and a Muslim woman are required by law to be present at the marriage registration office. So the man and the woman go to the office before the marriage with witnesses, and the offer and acceptance are conducted there. Is this a valid Islamic marriage contract? If the answer is negative, is it obligatory for the Muslim man or woman to register legally before the Islamic marriage contract, given that this registration secures the rights of both the husband and the wife in the event of a dispute?
Vol. 3: If the acceptance and offer are completed along with the remaining conditions of the marriage contract and the absence of its impediments, it is valid. And if its restriction is a law upon which the present and future legal interests of both parties in the marriage depend, then that is obligatory. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
