If he proposes to her after her brother has proposed to her, does he need to pay an expiation?

The fourth question of Fatwa No. ( 3116 )
Q4: A man asked for a woman from her parents and they gave her to him, then he traveled for a year or more, then another man asked for her, so does he give her to the other man or not?
A4: If what her father agreed upon with the first man was only a proposal, then her father may accept the second man's proposal for his daughter and respond to him if he sees benefit for his daughter in that and she consents, and it is not permissible for the second man to propose to her unless he knows that the first man has withdrawn from her or they have withdrawn from him, or the first man has given permission for that; due to the prohibition of the Prophet (peace and blessings be upon him) of a man proposing to a woman on whom his brother has already proposed. And if the first man has contracted a marriage with her, then her father may not give her to him, and she is not lawful for the second man except
if the first man divorces her or dies and her waiting period ends. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
