To the extent that rulers exert good and sound governance for their nations,
and the reform they achieve for them, they reap the fruit of strength and honor, prestige and elevated status. And to the extent that nations respond to their reforming shepherds in what they call them to of what is right, and cooperate with them to achieve it, they find happiness and prosperity, comfort and tranquility... etc. Therefore, the rulers of Muslims and their governors must govern their nations with Islamic governance, following the example of the Messenger of Allah (peace and blessings be upon him), guiding themselves by his guidance, and following the path of his Rightly Guided Caliphs; so that they may be happy and their nations may be happy, and they may be praised for the outcome in this world and the Hereafter. And let them beware of contradicting the Shari'ah of Islam and its straight path, thereby throwing themselves into destruction by following their desires and imitating the states of disbelief in ruling over their subjects, and in their customs and deviation in their morals, and in their culture, by introducing amusement and debauchery into educational institutions, and mixing females with males therein, and other forms of evil and corruption. If they do that, their bond will be loosened, their power will be weakened, and they will be humiliated in the sight of Allah, so He will humiliate them, and the word of punishment will be established against them, and that is the recompense of the corrupters. Finally, there is nothing in the speech of people more beautiful, more complete, more wise, or more comprehensive than the advice and counsel of the one who was given the summaries of words (peace and blessings be upon him), who said:
Sahih al-Bukhari 7138 . And he said: Sahih al-Bukhari 7150 , and in a narration: Sahih al-Bukhari 7151 . So let every ruler fear Allah regarding those whom Allah has placed in his trust, and let him be sincere to them, and let him judge among them with truth, for he is accountable for them.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

Everyone of you is a guardian and is responsible for his charges: The Imam (ruler) of the people is a guardian and is responsible for his subjects; a man is the guardian of his family (household) and is responsible for his subjects; a woman is the guardian of her husband's home and of his children and is responsible for them; and the slave of a man is a guardian of his master's property and is responsible for it. Surely, everyone of you is a guardian and responsible for his charges.
ألا كلكم راع، وكلكم مسئول عن رعيته، فالإمام الذي على الناس راع، وهو مسئول عن رعيته، والرجل راع على أهل بيته وهو مسئول عن رعيته، والمرأة راعية على أهل بيت زوجها وولده، وهي مسئولة عنهم، وعبد الرجل راع على مال سيده وهو مسئول عنه، ألا كلكم راع وكلكم مسئول عن رعيتهAny man whom Allah has given the authority of ruling some people and he does not look after them in an honest manner, will never feel even the smell of Paradise.
ما من عبد استرعاه الله رعية فلم يحطها بنصيحة إلا لم يجد رائحة الجنةIf any ruler having the authority to rule Muslim subjects dies while he is deceiving them, Allah will forbid Paradise for him.
ما من وال يلي رعية من المسلمين فيموت وهو غاش لهم إلا حرم الله عليه الجنةAnd success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
