Q: My father married a woman who bore him four daughters: one is married, and the others have reached puberty. He also has four sons from her. It is said that the eldest of them was breastfed by my aunt (my father’s sister) along with her son, and the four daughters became the milk-sisters of my cousin (my aunt’s son) according to their understanding. Then my father married my mother, who bore me and a full sister, and she passed away (may Allah have mercy on her). Then my father married a third wife who bore him a daughter, and my aforementioned cousin (my aunt’s son) married her. My cousin lives in Abha , and my father and my sisters live in Jizan . After my cousin married my sister from
the third wife, he took with him a sister of mine from my father’s first wife, when she was seven years old. I raised her in his care until she reached the age of 13, and then she returned to my father. Now this girl treats my cousin as her father, and travels with him in the late night without a mahram from Jizan to Abha . She exposes her leg to him if she has a skin condition there, and kisses him in front of us on the pretext that he is her father. Now this girl is 17 years old, and the aforementioned cousin is 36 years old. The problem now is that my cousin lives in our house in Jizan and jokes with all my sisters by hand in front of us, and my father, and secludes himself with any one of them, and travels with them without a mahram, whether together or individually, to Jeddah or to Abha . If one of them falls ill, he takes her in his arms to the car, and from the car to the hospital. And I, and Allah knows, see that he is not a mahram for all my sisters. I have explained to my father that this is a mistake, and he said: Yes, it is a mistake, but the custom has become established, as you know, my son, that a neighbor kisses his female neighbor, and that the son of an uncle is considered a member of the household in addition to my cousin. Most of my adult, sane neighbors enter our house without permission and meet all my sisters without my father having any concern about their behavior. This is in addition to the fact that my father (may Allah guide him) does not accept any discussion on this topic, and responds by saying: They are my daughters, and you have no authority over them as
long as I am alive. On the other hand, our father (may Allah reward him with good and forgive him) does not support me in this jealousy. If he finds me with one of my sisters in the room discussing, for example, a matter we do not want anyone to know about, he gets upset and says the hadith:
It is not permissible for a man to be alone with a woman, even if she is his mahram.لا يحل لرجل أن يختلي بامرأة ولو كانت ذا محرم
. Therefore, I hope you will clarify for me the following: Is it permissible for my cousin to joke with my sisters by hand and speech, and to seclude himself with them as long as my father is satisfied with this situation? Is it permissible for neighbors and non-mahram relatives to enter the house without permission and meet my sisters? Is it permissible for me and my brothers to seclude ourselves with one of our sisters or travel with her without another mahram? Is what I disapprove of regarding our situation in the house correct or incorrect? What must I do so that I do not fall into sin as a result of the situations I see? And what is the solution? May Allah guide you to what He loves and is pleased with.

A: First: If the eldest son of your aunt was breastfed by her five times or more within the two-year period, he is her son and the brother of her children. There is no relation for the son’s sisters through this breastfeeding, and they do not become mahram to their aforementioned cousin through it. Second: It is forbidden to touch a non-mahram woman or shake hands with her, and the aforementioned cousin is considered a non-mahram man with respect to your sisters.
Third: It is forbidden for non-mahram men to enter upon women; such as the husband’s uncle, maternal uncle, brother, cousin, and neighbor; because it is established from the Prophet (peace and blessings be upon him) that he said:
Avoid going in where women are.” A man said, “Messenger of God, tell me about the relatives of a woman’s husband,” to which he replied, “The relatives of a woman’s husband are death.”إياكم والدخول على النساء. فقيل: أرأيت الحمو؟ فقال: الحمو: الموت

. Fourth: It is forbidden for a woman to travel without a mahram, or with someone who is not her mahram; such as her cousin, uncle, or the like. Fifth: You must call your father to what is best, and explain the ruling to him with gentleness and kindness; perhaps Allah will guide him. Present this fatwa to him, and he will not contradict it, if Allah wills. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his companions.
