The first question of Fatwa number ( 4517 )
Q1: 'Umrah is obligatory once in a lifetime. Is it permissible to perform it at any time of the year, or is it not permissible to perform it except in the months of Hajj?
A1: It is permissible to perform 'Umrah on any day of the year, including in the months of Hajj. If one performs it in the months of Hajj and then performs Hajj later in the same year, he is a mutamatti' (one who combines 'Umrah and Hajj with a break between them) from 'Umrah to Hajj. If he performs it together with his Hajj, he is a qarin (one who combines 'Umrah and Hajj in one ihram) between Hajj
and 'Umrah. Both the mutamatti' and the qarin must offer a hady (sacrificial animal) that is sufficient as an 'Id sacrifice, provided he is not among the residents of the Sacred Mosque . If the pilgrim performs it in Dhu al-Hijjah after the days of Tashriq, it is permissible, and no hady is required of him. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
