Question: What is the best interval to be between one 'Umrah and the next for men and women?

Answer: We do not know of a specific limit set for this; rather, it is prescribed at all times. This is based on the saying of the Prophet (peace and blessings be upon him):
An Umra is an expiation for the sins committed between it and the next, and Hajj which is accepted will receive no other reward than Paradise.العمرة إلى العمرة كفارة لما بينهما، والحج المبرور ليس له جزاء إلا الجنة

It is agreed upon that it is authentic. Therefore, whenever it is easy for a man or a woman to perform the 'Umrah, that is better and a righteous deed. It is also established from the Commander of the Faithful, 'Ali ibn Abi Talib (may Allah be pleased with him) that he said: "The 'Umrah is [performed] every month." All of this applies to those who come to Makkah from outside it. As for the one who is in Makkah, it is better for him to occupy himself with tawaf, prayer, and other acts of drawing near to Allah, and not to go outside the Haram to perform the 'Umrah if he has already performed the 'Umrah of Islam.
It may be said that it is recommended for him to go outside the Haram to perform the 'Umrah at the virtuous times, such as Ramadan. This is based on the saying of the Prophet (peace and blessings be upon him):
Umrah during Ramadan is equal to Hajjعمرة في رمضان تعدل حجة

However, it must be considered regarding women that they take care of their hijab, stay away from the causes of fitnah, perform their tawaf behind the people, and not push the men for the Black Stone. If they do not adhere to these legal matters, they should not go to perform the 'Umrah; because their performing the 'Umrah leads to harms that harm them, harm society, and outweigh the benefit of their performing the 'Umrah, if they have already performed the 'Umrah of Islam. And Allah (Glorified and Exalted is He) knows best.
