Q2: When my father passed away, he left a bequest that we build a mosque for him so that he might draw near to Allah the Exalted, hoping that Allah would record it in his ledger of good deeds. However, the problems
that occurred in the family prevented the construction of the mosque at that time. Now, more than ten years have passed since my father’s death (may Allah have mercy on him), and mosques have multiplied around us, indeed around the very place my father wanted the mosque to be built. Our house is on the main road in Baljurashi, and along a one-kilometer stretch, there are six mosques. In each mosque, very few people pray; often, there is no one besides the mu'adhdhin and the imam except one or two people, except for the congregational mosque, where about one row of people prays throughout the year, except on Friday. The important point is that the mosque funds have been with my eldest brother since my father’s death until now, and the mosque has not been completed. Do we have the right to build the mosque in another location or to contribute to the construction of another mosque, even if it is outside Saudi Arabia in Afghanistan or other Islamic countries? Please advise us, may Allah reward you with good.

A2: If the designated location for building the mosque is not in need at the present time, it should be moved to a location in need within the same country. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
