Q2: The state distributes mushafs to pilgrims, but some citizens take them and distribute them to their relatives and friends. What is the ruling on taking these mushafs?
A2: It is not permissible to take the mushafs designated for distribution to pilgrims by the responsible authorities; because this defeats the intended purpose, which is to provide pilgrims with the Book of Allah, as one may not be able to obtain it at any other opportunity, and because these mushafs have become an endowment (waqf) for the authority
to which they were allocated, and it is not permissible to divert an endowment to something other than what it was allocated for, and because you can obtain mushafs from the authority that distributes them to citizens. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
