Q: The ministry has contracted with a contractor (for fuel) at an agreed price. The contractor wishes to pay the value of the fuel for a lower amount. The contractor does not have any stations in Makkah or al-Ta'if, and the price given to us will be given to the owners of the stations with whom the contractor will contract.
A: It is not permissible for you to take the value of the fuel from the contractor, and the contractor must secure the required amount that he committed to according to the requirements of the contract; because the item sold that he undertook is in the ruling of the item in a forward sale. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
