Question:
We have a water source provided by a benefactor for free, but the driver of the water truck delays significantly until he is given ten riyals. In some cases, he does not even deliver water to certain houses, saying: "This is in exchange for my effort, travel, and hardship." Is it permissible to give him those ten riyals in order to obtain that service, which is the water truck? Please advise us, may Allah reward you. Note that the contractor is generally aware of this situation.

Answer:
It is not permissible to give him any money, because doing so assists him in his betrayal and deprives those who are unable to pay. Rather, his case must be reported to the owner of the water so that he may replace him with someone else, or to the authority in the town or the court so that he may be punished as he deserves, and someone else may be appointed to perform the aforementioned work.
