Returning what was taken by an unlawful means to its rightful owner

Machine translationRead the Arabic original
Fatwa number ( 12371 )
Q: He was responsible for a government department, and some resources came to him
by an unlawful means, and then after a period, Allah guided him. What should he do with those things he spent on other than their proper purpose, and he does not know the exact number, such as it might be dirhams but he does not know their count? How does he clear his conscience from this aspect? May Allah bless you and grant you a long life with good deeds and a good ending, and peace.

A: It is obligatory for him to return what he took from each person to its rightful owner if found, or to his heirs. If it becomes difficult from every angle, then he should give the money in charity on behalf of its owner. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
