Q9: Is it permissible for a man to lead the congregation in prayer while in a state of major ritual impurity;
given the absence of water?

A9: It is permissible for one who has performed dry ablution with clean earth, for whom it is a dispensation, to lead those who have performed the ablution for prayer, whether his dry ablution was due to the absence of water, or due to his illness, or due to his fear of harm from using water. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
