Q4: 5% of my monthly salary is deducted for the benefit of the Palestine Liberation Organization. The scholars in Kuwait issued a fatwa years ago permitting the giving of zakah to the Palestine Liberation Organization. Can I consider this 5% deducted from my salary as part of the zakah due on my wealth, so that I calculate the total amount I pay to the organization in the year and then pay the remaining zakah due? Note that this 5% of the basic salary is deducted from all those of Palestinian origin by a decision of the Arab Kings and Presidents Summit to support the Palestinian revolution, as they call it.
A4: It is not permissible for you to count what is deducted from you for the benefit of the Palestine Liberation Organization as zakah, and this does not suffice you; because zakah is not a means of protecting wealth.
