The questioner : He did not pay it out; it remained with him.

The Shaykh : Yes, he owes zakah. For example, if a man delays paying the zakah on his wealth, he must pay zakah on the amount held for two years if he delayed it for one year. If he delayed it for two years, he pays for three years, and so on.
An example of this is a man who has ten thousand riyals that remained for two years without paying their zakah. He must pay the zakah on these ten thousand riyals for three years.
