Q1: What is the amount of zakat al-fitr and when is it paid and to whom is it given in France , and is it permissible for the imam of the mosque to collect it and then distribute it to the eligible recipients, even if some time passes, and is it subject to financial inflation, and is it permissible to send it to the mujahideen in Afghanistan for example, or to include it in a fund for building a mosque, for example?
A1 : The amount of zakat al-fitr is a sa' of dates, barley, raisins, dried milk, or food, and its time is from the night of 'Id al-Fitr until before the 'Id prayer. It is permissible to pay it two or three days in advance, and it is given to the poor Muslims in the country where it is paid out. It is permissible to transfer it to the poor of another country whose people are in greater need. It is permissible for the imam of the mosque or someone like him who is trustworthy to collect it and distribute it to the poor, provided that it reaches its eligible recipients before the 'Id prayer. Its amount is not subject to financial inflation; rather, the Shari'ah has set its limit at a sa'. If a person has only enough food for himself and those he is obligated to support for the day of 'Id, it is dropped from him. It is not permissible to put it toward building a mosque or charitable projects.
