Q: Attached is a clipping from the Riyadh newspaper, which publishes usury-based advertising that deceives those who do not know the types of riba. The method is that a person pays one riyal daily to obtain a special license to compensate for losses if an accident occurs, and it also guarantees that a person will not be detained if he causes harm to others. This has several harms: First: taking lives lightly in exchange for a riyal paid daily. Second: consuming people’s wealth unjustly, which is one of the types of riba that Allah has forbidden, and this is what causes immediate punishment. And Zaynab bint Jahsh, the Mother of the Believers, (may Allah be pleased with her) said: Therefore, this was referred to you.
A: This is commercial insurance, which is forbidden by the Shari'ah, because it contains excessive uncertainty, gambling, forbidden betting, and consuming people’s wealth unjustly. The Committee of Senior Scholars has issued a decision forbidding commercial insurance in all its forms and shapes. Therefore, it is obligatory for the Muslim not to participate in it, and upon
the cooperative insurance company to abolish it, and it is not permissible for media outlets to publish it or advertise for it.
