The second question of Fatwa number ( 18855 )
Q2: Is it permissible to substitute books that have "waqf for Allah the Exalted" written on their covers with others of the same title or a different title in order to sell them?
A2: Waqf books are to be used by the one in whose possession they are. If he no longer needs them, he should give them to someone who does. It is not permissible to sell them for money or for other books. However, there is no harm in substituting waqf books with other waqf books for the purpose of benefiting from them, because that is not a sale. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
