Books distributed by the Ifta or the Association: Is it permissible to sell them or exchange duplicates?

Machine translationRead the Arabic original
The sixth question of Fatwa No. ( 8367 )
Q6: Are books taken from the Ifta Department or the Association in Makkah, or waqf books in general, permissible to sell in cases of necessity or otherwise? And is it permissible to exchange duplicates of them, or for a student to intentionally take more than one copy and then exchange the duplicates with other people?
A6: It is not permissible to sell the aforementioned books or similar waqf books. The owner must benefit from them or give them to someone who will benefit from them without compensation. It is not permissible for him to take more than one copy from the authority or the Association through lying or deception. As for exchanging waqf books among students of knowledge without compensation, but according to need, we do not know of any harm in that, if Allah wills; because the purpose is benefit, not exchange. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
