A1: Its ruling is that of exclusive use. It is permissible for people other than the villagers to benefit from the grazing land that is under their exclusive use, provided that this does not cause harm to the villagers and does not lead to a dispute between them and the villagers. This is based on what is established from the Prophet (peace and blessings be upon him) that he
said:
Do not withhold excess of water, so that you may prevent the growth of herbage.لا تمنعوا فضل الماء لتمنعوا به الكلأ،
Sahih Muslim 1566b
And what is narrated from him (peace and blessings be upon him) that he said:
It was narrated from 'Ubadah bin Samit that the Messenger of Allah (ﷺ) ruled: “There should be neither harming nor reciprocating harm.”لا ضرر ولا ضرار
