The first question of Fatwa number ( 1230 )
Q1: If a man was traveling on the road and found a sum of money and did not find anyone for it, and he asks what he should do with it?
A1: It is obligatory for him to announce it in the gathering places of people in the two countries located on the road where he found the money, and in others that are likely to be the residence of its owner. If a year passes without him finding its owner, he owns it. He may keep it with him until he finds its owner, or he may give it in charity on his behalf. If he finds the owner after that, he informs him of what he did. If the owner approves his action of giving it in charity, that is good and excellent. If he objects to it, he guarantees it for him, and the charity is for him. Or he may spend it like the rest of his wealth and guarantee it for its owner whenever he knows him.
